Candidates with an asterisk are up for re-election in Spring 2011. Most of the positions are running without opposition however there is one contested race in Ward 6.
Mayor
Carl Gerlach
-- Supported the ban by the city, however, said that he was open to additional information at a later time on better ways to handle the issue.
Council Member - Ward 1 (4 Year Term)
* Terry Happer Scheier -
- Happer Scheier initially voted in favor of the breed ban at the city's Public Safety Committee meeting. However, after all of the professional public safety meeting testimony, she proposed the motion to deny the breed ban ordinance and work toward instituting an educational program for the city. The city council members overruled her proposal.
Dave Janson -
-- Janson also sat on the Public Safety Committee and voted in favor of the recommended bred ban. However, after hearing all of the expert testimony, said that he felt the problem lay with irresponsible dog owners. He felt that the way to solve the problem was to increase fines substantially and that an educational program should be looked at. He voted against the ban in the full council.
Council Member - Ward 2 (4 Year Term)
Curt Skoog -
* Paul Lyons - Defeated Marcia Gilliland in his run for election. Quote from KC Star-"Paul Lyons defeated Marcia Gilliland in the northern 2nd Ward. Last year, Gilliland pushed a law banning pit bulls."Council Member - Ward 3 (4 Year Term)
*David White -
- Supported the motion to dismiss the pit bull ban at the city meeting. He supported the existing ordinance that singled out pit bulls as a "dangerous" breed with some ownership restrictions, but did not support the city's move to ban them from the city. He felt as if the city's current ordinance should have been better enforced. However, did end up supporting the city's pit bull ban.
Donna Owens -

-- Felt that banning pit bulls from the city would be very problematic, and that in spite of the recommendation from the public safety advisory committee, she felt that the process was not deliberate enough, was sparked only by a few citizens in the community and that following all the information presented at the hearing, they should take more time to deliberate on the topic. She even questioned the committee's lack of questions to experts at the committee meetings and lack of thoroughness they applied to the process.
Council Member - Ward 4 (4 Year Term)
Council Member - Ward 5 (4 year term)
Jim Hix --
- Voted in favor of the city's breed ban in 2006 because he felt like more study would only drag down the approval process and felt as if the majority of citizens in the community would support a ban. However, at least appears somewhat open to further review down the road.
*John Skubal -
Council Member - Ward 6 (4 Year Term)
*George Kandt -
- Felt like good arguments were proposed by both sides in the debate but felt like the recommendation of the police chief to inact a ban on 'pit bulls' was enough to convince him that the current ordinance was not effective enough. Kandt is not seeking another term in 2011 and the following three candidates are running for his position.
Rebecca Ansley -
Rick Collins
John Rysavy -
Dan Stock -
- Voted in favor of the city's breed ban in 2006 and says his position has not changed. Is not up for re-election until 2013.
